James Oglethorpe
James Oglethorpe was the English parliament member that believed that the people in jail, because of not paying their debts, were not bad themselves but were only trying to survive in the bad economy. So, he wanted to make a colony for the debtors in prison. Sadly no debtors actually came to Georgia.

Reasons for Settlement
There were a lot of reasons to colonize Georgia, but 3 really stood out. One was Charity, they originally planned Georgia to be for debtors. Next was Economics, they thought they could get some money out of Georgia. Last was Defense, they wanted Georgia to protect the inner colonies (Virginia, North Carolina, etc.) against Spain.
